This is terrifying. The Secretary of Defense is saying that he seeks legal justification for military action from international bodies, and that he would decide “whether or not we would want to get permission from the Congress” once he has international approval. I’m pretty sure the Constitution he swore to uphold has something to say about that…

Sadly, this is a fairly common occurrence.
